ALL PRISONERS OF WAR are sent direct from Richmond to City
Point as soon as received; none but citizen prisoners and civilians are
delivered here, and so rapidly are they taking the oath that the blank forms
have run out, being used faster than they can be supplied by the printer.
Lieutenant Bishop, Assistant Provost Marshal of the Army of
the James, is commandant of the Libby, vice Major Thomas P. Turner, Confederate
commandant, “skedaddled.”
