From the Richmond Enquirer, 7/14/1862, p. 2, c. 6
BETWEEN the prison on
Franklin street, and the candle factory in the vicinity, the residents of that
quarter have a disagreeable time of it generally. Prisons should be in less
populous districts, and in no other city but this have we ever known a candle
factory to be established within the average range of the sense of smell,
without some fine cautionary arrangement against offensiveness.
