THE BALLARD HOUSE. - This favorite hotel will be re-opened, we understand, about the first of October, by a gentleman who has had much experience in the business, and is very popular with the traveling public. The building will undergo as thorough a renovation as the times will allow, and be furnished in the every department. The restaurant plan of conducting the establishment will not be resumed.
