FLAG PRESENTATION AND SPEECHES. - Last evening the Cadet corps, from the Virginia Military Institute, with the Armory Band at their head, paraded and went through the drill in Capitol Square, to the great edification of a large assemblage of spectators including many ladies. The interest of the occasion was heightened by the presentation to the corps of a beautiful State flag, emblazoned with the coat of arms of Virginia. Governor Smith handed the flag over into the keeping of its future defenders, and in doing so, addressed the Cadets in his usual brusque, fervid and patriotic strain. Speaker Bocock, of the House of Representatives, followed the Governor. He had been delegated by the body over which he presided, to convey to the Cadets the sense of a resolution adopted by the House of the Confederate Congress tendering the Cadets their warmest commendation and thanks for the distinguished part they bore in the glorious repulse of the enemy near New Market, in the Shenandoah valley. General Bragg was present, and after the speaking reviewed the corps.
