Drury’s Bluff. - A correspondent says there is a gross neglect on the part of the Engineering Department and Secretary of War, in not supplying tools and other necessities for the use of the Sapper and Miner Company stationed at Drury’s Bluff, which company was instrumental in pushing forward the resistance to the blockade and mounting of guns that bravely fought on the 15th. The company is commanded by an energetic and practical engineer, Capt. N. Carroll, of general experience in the United States and Europe, and as a matter of right should be allowed the privilege of progressing with the work so essential to our safety.
