Arrival of Prisoners. – The Central cars brought down yesterday evening thirteen “Federal prisoners,” comprising among others a resident of this city, named Frank Smyth, a newspaper correspondent, who was arrested at Winchester for some reason as a “suspicious character.” The relatives of Mr. S. all reside in this city.
