Richmond at War: The Minutes of the City Council, 1861 1865; 1966.

At a called meeting of the Council of the City of Richmond held on Friday the 26th day of April in the year 1861.

PRESENT:

David J. Saunders, Esquire, President. Messrs. Peachy R. Grattan, Samuel D. Denoon, Thomas C. Epps, L. W. Glazebrook, N. B. Hill, Fleming Griffin, George K. Crutchfield, D. J. Purr, R. O. Haskins, and Thomas H. Wynne.

On the motion of Mr. Hill, the reading of the proceedings of the last meeting was dispensed with.

The President laid before the Council a paper signed by the Governor concerning connecting railroads through the streets of the City; whereupon, Mr. Grattan offered the following:

Resolved, That the authorities of the State of Virginia be authorized to connect the railroads coming into the City, or any of them, by laying tracks through the streets of the City; said tracts to be used only for the purposes of the State, or of the Confederate States, during the war, and to he removed when no longer required for these purposes.

The vote being taken thereon, this resolution was adopted.
